The Central Tibetan Administration (CTA) mainly supports the preservation of traditional Tibetan art forms such as thangka painting, music, dance, and crafts. Institutions such as the Norbulingka Institute or the Tibetan Institute of Performing Arts (TIPA) are closely linked to the CTA and strongly focused on tradition. This emphasis is seen as essential for safeguarding Tibetan heritage in exile. Others argue, however, that contemporary Tibetan art—whether poetry, sculpture, film, or photography—also deserves support, as it engages younger generations, reflects present-day experiences and political realities, and keeps cultural identity dynamic rather than fixed in the past.
